Assistant Treasurer

Scope

  1. The Constitution of the AGVAustralian Greens Victoria provides for the establishment of the office of Assistant Treasurer in clause 20.2. This By-law governs the appointment and roles of that office.

Appointment process

  1. The position of Assistant Treasurer will be appointed by a recommendation from the Fiance, Administration and Infrastructure Committee to State Council, after seeking and considering expressions of interest from AGVAustralian Greens Victoria members (by advertisement of the position in the AGVAustralian Greens Victoria eBulletin or similar publication), the position may be shared by up to 2 people.

  2. To be eligible for appointment to the position of Assistant Treasurer, a candidate must be a current member of the AGVAustralian Greens Victoria and must not be a current State Office Bearer.

  3. If the Finance, Administration and Infrastructure Committee is unable to make a consensusthe circumstance in which no member of the party body who is in attendance objects to the proposal being passed, having been given the opportunity to do so decision on the recommendation of an Assistant Treasurer to State Council, the vacancy will be filled by ballota secret ballot that uses a single transferable vote quota-preferential voting system, allows the option of not allocating further preferences, uses Robson Rotation, and provides an option of voting to ‘Seek Further Candidates’ of State Council members held at the next State Council meeting.

  4. Appointment to the position of Assistant Treasurer will be for a term ending at the beginning of the next State Conference of the AGVAustralian Greens Victoria.

Role

  1. The position of Assistant Treasurer will assist the Treasurer in the performance of the Treasurer’s duties, and may actthe Associations Incorporation Reform Act 2012 in the position and carry out the functions and powers of the position during any absence or vacancy in the position, until the position of Treasurer has been filled.

  2. The Assistant Treasurer will not be a member of the State Executive merely by virtue of holding that position, unless they are acting as State Treasurer.

  3. The Assistant Treasurer will be a signatory to each bank account that the State Treasurer is a signatory to, but in the ordinary course of business will authorise payments only when acting as State Treasurer.
